The 2010 statewide ballot featured two competing redistricting measures: Proposition 20 sought to expand the authority of the Citizens Redistricting Commission, a voter-approved body created to draw state legislative districts, to allow them to draw California's Congressional districts; and Proposition 27, placed on the ballot by incumbent politicians, to eliminate the Citizens Redistricting Commission and return all redistricting powers to the state legislature.

Fresh and Easy LogoFresh & Easy Neighborhood Markets, in keeping with the company's strong commitment to the communities in which it operates, identified the Crenshaw Corridor in South Los Angeles as a "food desert" - an area lacking access to nutritious food alternatives at affordable prices. In an attempt to mitigate these food-access issues, Fresh & Easy entered the regulatory approval process for building a market at 52nd Street and Crenshaw Boulevard. Despite a large amount of community support, these plans were met with some opposition from individuals concerned about the market’s compatibility with the Crenshaw Specific Plan. Fresh & Easy retained Cerrell Associates to conduct outreach and negotiations with City leadership and community groups to help ensure a victory at City Hall.

California Apartment Association LogoThe City of Los Angeles has more than 600,000 rental housing units under the Rent Stabilization Ordinance (RSO).  Commonly called "rent control", the RSO is applied to apartment buildings built before 1978 and is applied regardless of tenants' incomes.  The RSO allows a rental property owner to increase rents in accord with the Consumer Price Index (CPI), up to a maximum annual level of 8 percent.  For years when the CPI is low, a 3 percent "floor" exists so that RSO landlords may still raise rents by up to 3 percent, bringing the rents closer to market rate levels.

Faced with budget shortfalls, the City of Los Angeles announced its intention to put a measure on the March 2011 municipal elections ballot which would impose a 12 percent tax on advertisers using billboards. In recent years, city officials had imposed a strict ordinance banning the construction of new billboards within the city. Along with the new law, the city proposed creating a new revenue source by placing a new tax on existing billboards. The City Council modeled this proposed tax after a similar billboard tax in the City of Philadelphia. Van Wagner Outdoor Advertising retained Cerrell Associates to quickly develop a strategy to fight this unfair tax and position it as a burden on Los Angeles’ already struggling local business community.
